THE NEW WORLD
Season 3



The season opens mere seconds after we last saw Isabelle become a beautiful 20-year-old woman. Richard not only has to deal with this bizarre occurrence, but the discovery that his wife, Lily, has aged decades in a matter of moments and is now 75 years old. Meanwhile, Tom and Diana deal with a radical 4400 organization calling themselves the Nova Group that has launched attacks against Dennis Ryland and the other bureaucrats involved with the promicin inhibitor scandal. In a broadcast, the Nova Group promises the world a demonstration of their power on October 19. In order to expedite the investigation, NTAC brings in Gary Navarro to assist (the telepath last seen in "Voices Carry"). But Tom and Diana soon discover that it is Gary, in fact, who's the mastermind behind the Nova Group. At the 4400 Center, Isabelle attempts to adjust to being an adult and Richard tries to find a way to save a weakening Lily. Meanwhile, Diana attempts to help her daughter, Maia, who is having trouble controlling her pre-cognitive visions now that she is no longer on the promicin inhibitor. Tom and Diana apprehend Gary, but he refuses to give any information about October 19. Meanwhile, it's learned that Shawn has been funding the Nova Group for months, unaware of their murderous intent. In an effort to right the wrong, Shawn helps NTAC arrest his contact in the Nova group, but this doesn't bring NTAC any closer to figuring out October 19. Maia begins attending school at the 4400 Center. Meanwhile, Shawn helps Isabelle deal with the guilt of her mother's impending death. And Richard takes Lily on a trip to the cabin where they used to live for one last moment together. Lily dies peacefully. October 19 arrives and the Nova group executes its plan, which is not an act of terror, but a positive demonstration of how the 4400 can benefit humanity.

BEING TOM BALDWIN
Season 3



It's an ordinary day for Tom Baldwin, that is until Diana shows up at his house to arrest him for murder. It seems that earlier that morning Tom entered an NTAC interrogation room and shot T.J. Kim (the Nova member arrested in "A New World"). Several witnesses can even place him at the scene. The problem is that Tom hasn't been in to work yet and has no recollection of anything Diana is talking about. Unwilling to turn himself in, Tom goes on the run and becomes a fugitive in order to get to the truth. It's eventually discovered that a teenage 4400 named Boyd Gelder, recruited by Nova, was sent to kill T.J. Kim before she could compromise the organization. Gelder's ability allows him to make people perceive him to be any identity he chooses. In the end, Boyd Gelder is apprehended and Tom is able to clear his name. At the 4400 Center, Shawn helps Isabelle catch up on some of the milestones she missed growing from an infant to a woman overnight: learning to drive, swim, etc. But Shawn soon learns that Isabelle's list includes losing her virginity to him. Shawn is hesitant since he promised Richard that he would be a friend and only a friend to his daughter. But in the end, Shawn gives in to temptation. Meanwhile, Richard undertakes a journey to release Lily's ashes, and Diana discovers that Kevin Burkhoff, who has been injecting himself with doses of promicin, has developed a 4400 ability.

GONE PART 1
Season 3



Diana and Maia are approached by a woman claiming to be Sarah Rutledge, Maia's long lost sister, born after Maia's abduction. But the concept of fitting another Rutledge into her life becomes the least of Diana's worries when Sarah abducts Maia. It's learned that Sarah isn't Maia's sister but an agent from the future who has been sent back to abduct Maia, and other selected 4400 children, to be re-seeded into the past. As a consequence of this mission, Maia and the other kidnapped children will be forgotten by the present. Elsewhere, Shawn has decided to leave the protective confines of The 4400 Center to do more healing within the community. But his goodwill mission ends in disaster when he's attacked but left unharmed. The NOVA Group claims responsibility, and warns Shawn that there are greater consequences ahead for his betrayal.

GONE PART 2
Season 3



After the future abducted a select few 4400 children, including Maia, and re-seeded them back into the timeline, they erased the children from the memories of anyone who knew them. But despite the future's best efforts, Tom and Diana eventually began to remember Maia and the other children being abducted. With NTAC's help, Tom and Diana were able to locate, in the pages of history, where and when some of the children were sent. In all cases, each child helped to bring forth some advancement for humanity. But none of this information brought Tom and Diana any closer to knowing how to get the children back. Diana, desperate to see her daughter, enters an alternate reality, through Alana's ability, where she can spend time with Maia. However, knowing she will never see the real Maia again, Diana decides to stay in the alternate reality permanently. But the mental strain of staying there for an extended period of time would result in certain death in a matter of weeks. In order to save Diana and get back the children, Tom decides to play the ultimate game of chicken with the future. Knowing he's a part of the future's plan, Tom attempts suicide with the hope that the future will intervene and grant him an audience. It works. After much debate, the future brokers a deal with Tom. In exchange for returning the children, Tom must perform a task for them. Tom agrees. It is only after the children are returned and Diana is reunited with Maia that Tom finds an envelope left for him by the future revealing his task. It contains a syringe filled with an unkown substance and a note that reads "Kill Isabelle". At The 4400 Center, Richard discovers that Shawn and Isabelle have been engaged in a physical relationship. But this conflict is forced to the back burner when the Nova Group contacts The Center and offers to remove the bounty on Shawn's head in exchange for a meeting with Richard. At Shawn and Matthew's urging, Richard eventually decides not to meet with them. In response, the Nova Group finally exacts their revenge on Shawn -- one of their agents, Armand, uses his ability to afflict Shawn with a mental illness.

GRADUATION DAY
Season 3



Tom has been plagued with bad dreams since he made his deal with the future to kill Isabelle in exchange for the return of Maia and the other children. In his dream, Isabelle tells Tom that she is evil and will be responsible for the deaths of billions of people. At The 4400 Center, Shawn suffers from the mental illness inflicted upon him by Daniel Armand, a member of the Nova Group. Tom and Diana are called in to investigate. But with no real lead on Daniel Armand or a cure for Shawn's illness, Richard is forced to commit Shawn to a mental institution. Impatient with NTAC's progress, Isabelle decides to pursue Daniel Armand on her own. But as she packs to leave, Matthew Ross tries to talk her out of it. He explains to Isabelle that not everyone in the future feels that the 4400 are a good thing, and that Shawn being sick is actually a positive turn for their agenda. Matthew reminds Isabelle of her mission. She is here to eliminate the 4400. But Isabelle's feelings for Shawn are more important to her right now than any mission. Matthew continues to object so Isabelle kills him. She then proceeds to break Shawn out of the mental institution where he is being held. Isabelle, with a sick Shawn at her side, sets out to find Daniel, leaving Tom and Diana to follow the trail of dead Nova members she leaves behind. Isabelle eventually tracks down Daniel Armand and forces him to cure Shawn. She urges Shawn to take revenge and kill Daniel, but he refuses. So, Isabelle decides to take revenge for Shawn, and forces Armand to use his ability to give himself a mental illness. Since no one witnessed any of the Nova members or Matthew's murder, Isabelle isn't arrested. But Tom knows she is guilty. Later that night, Tom confronts Isabelle with the syringe and reveals that the future wants him to kill her. Isabelle rolls up her sleeve and offers Tom an opportunity to inject her. But Tom can't go through with it. He's not ready to become a murderer. The next morning Isabelle, now free from Matthew's guidance, embarks on a new agenda that starts with her going to see Dennis Ryland. In other goings on, a teenage 4400 reveals to Alana the identity of the man responsible for the hit and run that killed her husband and son nine years ago -- Keane Driscoll. Alana finds Keane leading an AA meeting. He's been clean and sober for nine years. Alana eventually confronts Keane. He admits he thought about going to the police after the accident. But he felt that committing himself to sobriety and helping other people stay clean was a more useful penance than sitting in as jail cell. Alana decides not to turn Keane in. Keane is so guilt ridden by the encounter that he turns to drinking and ends up in a car accident that leaves him in critical condition.

THE HOME FRONT
Season 3



Tom, Diana and a squad of NTAC agents race to the house where they believe the last member of the terrorist Nova Group, Gary Navarro, is hiding out. But when they get there, Tom and Diana find that Gary left just moments before they arrived. Someone must have tipped him off. Meanwhile, agents from the National Security Agency bring Alana in for questioning. They believe she might have ties to the Nova Group. Back at NTAC, Tom is furious that Alana is being detained. Nina Jarvis explains that Haspelcorp, a company in the private sector, was contracted by the NSA to find any remaining individuals involved with the Nova Group. Alana is on their list. And Dennis Ryland is leading the company's investigation. NTAC soon discovers that the call that tipped off Gary Navarro came from Heather Tobey's office at the 4400 Center. But Heather was teaching a class at the time of the call. Later that night, Heather comes to see Tom and reveals that Alana was the only other person who had access to her office. Tom keeps the information to himself. When Alana is eventually released, Tom confronts her. Alana admits to placing the call but she had her reasons. Alana understands that the things Gary did were wrong, but she believes he was only trying to protect the 4400. Besides, Gary turned his back on the Nova Group after they assassinated TJ Kim. Tom feels betrayed but can't bring himself to turn Alana in. At the 4400 Center, the NSA arrests Heather for tipping off Gary. Even if she didn't make the call, the NSA is willing to hold Heather until they find the true culprit. Unwilling to let Heather pay for her crime, Alana turns herself in. Despite what she did, Tom still loves Alana and can't bear to think of her rotting in a jail cell. He goes to Ryland and they strike a deal. Ryland will release Alana in exchange for Gary Navarro. Tom and Diana eventually catch Gary. But as they make the prisoner transfer, Tom has a change of heart about turning Gary over and double-crosses Ryland. Tom escapes with Alana and Gary, but now they are both fugitives. In the end, Tom is forced to say goodbye to Alana and she goes on the run with Gary. Meanwhile, Nikki unexpectedly comes back into Shawn's life. But when it becomes evident that Isabelle's jealously could lead to something terrible, Shawn is forced to push Nikki away.

BLINK
Season 3



With Alana on the run and Kyle still in jail, Tom Baldwin's house is pretty lonely. But his spirits are lifted a bit when a delivery boy shows up with a basket of cookies from Diana. Tom enjoys a few cookies before he is called to the scene of a suicide. At the crime scene, Tom thanks Diana for the gift. But Diana reveals she didn't send Tom any cookies -- in fact she was about to thank Tom for the basket of cookies he sent to her. Before they can discuss it any further, the detective working the scene approaches Tom and Diana. He explains the suicide victim had a new drug in her system called Blink. It has traces of Promicin in it which means the drug was manufactured by a 4400. On the way to the car, Tom hallucinates and sees his father Mitch Baldwin who has been dead for years. Back at NTAC medical, Tom and Diana discover that the cookies they received were laced with Blink. Tom continues to see his father, who he was not on the best of terms with when he died, while Diana starts to see Josh Sandler, an ex-fiancée who cheated on her before their wedding. Eventually, an elderly 4400 named Naomi Bonderman comes forward and admits that her ability is responsible for Blink. Naomi explains that shortly after discovering her ability she started wearing gloves because it was the oil secreted by her hands that created the hallucinogen. But she never wears gloves when she works in her garden. Someone must have stolen some plants to create Blink. Naomi reveals that the hallucinogen makes you see the people in your life that you have unresolved issues with, and they won't go away until you face them. Tom is forced to deal with his anger towards his father while Diana realizes, through her talks with Josh, that she hasn't allowed herself to be in a serious relationship since their break up. This leads Diana to realize that she is only staying with Marco because she knows he can't hurt her. She breaks up with him. Tom and Diana eventually discover that it was Naomi's grandson, Randy, who stole the plants and put Blink out on the street. But he never meant to hurt anyone, especially Tom and Diana. He sent Tom and Diana the cookies as a thank you for saving the 4400 from the inhibitor. He just felt his grandmother's ability was something that could help people. Meanwhile, at The 4400 Center, Isabelle decides that she and Shawn should get married. Shawn enlists Richard's help to convince her that it isn't a good idea, but Isabelle's mind is made up. Isabelle confides in Shawn that she fears she was sent to do terrible things that could cause the deaths of millions of people and that her relationship with him is the only thing keeping her humanity alive. Shawn, seeing no alternative, attempts to drain the life force from Isabelle while she is asleep. But Isabelle wakes up unaffected and explains to Shawn that his ability won't work on her. The wedding will go forward.

THE BALLAD OF KEVIN AND TESS
Season 3



A monstrous Kevin Burkoff runs through a park being pursued by agents from Haspelcorp. Kevin's face and body are withered from his Promicin experiments. The agents catch Kevin and take him to a warehouse to be interrogated. They question him about his research but are primarily concerned with whether or not he's been injecting anyone else with Promicin. Kevin swears that he's been working alone and only injected himself. Satisfied that he is telling the truth, one of the agents pulls out a gun and shoots Kevin. But Kevin is able to use his regenerative abilities to heal himself and escape. Back at NTAC, Diana's concerned because Kevin's missing. In order to find him, Diana is forced to reveal to Tom and NTAC that she's been helping Kevin with his Promicin experiment. Tom and Diana go to see Tess Doerner, a 4400 who was a patient with Kevin at Abendson Psychiatric Hospital. Tess has made a nice life for herself since she was discharged from the hospital. But she claims she has not seen Kevin. That night, Diana is in bed when she suddenly wakes up and goes to the front door. Tess is there. We learn that for some time Tess has been using her ability to bring Diana to Kevin so that he could give her injections of Promicin. Kevin regrets doing all this without Diana's consent, but feels it's necessary for the sake of his experiment. Tom and NTAC eventually discover what Kevin is doing and are able to extract the Promicin from Diana's system before it's too late. However Kevin and Tess escape. And Kevin is able to shed his monstrous skin and come out looking like new. Meanwhile, Shawn befriends a rock legend, Nick Crowley, after saving the musician from an overdose. Shawn, a long time Crowley fan, is excited to be invited into Nick's world. But when Nick uses Shawn's ability as an excuse to keep living a hard lifestyle, Shawn is forced to turn his back on the rock legend. At the 4400 Center, Richard goes to Heather Tobey for help honing his telekinetic ability. And Isabelle, unbeknownst to anyone else, is revealed to be supplying Haspelcorp with a stock pile of Promicin.

THE STARZL MUTATION
Season 3



At an urban park, several male hustlers regard a potential client: Darren Piersahl. But he only has his eyes on a young man named Tim. When the two arrive at a secluded spot in the woods, Darren says Tim could change the future, change everything... unless he's stopped. Darren reaches out, and Tim's screams fill the woods. Tim's desiccated body is discovered the next day, oxidized in a way that could only be caused by a 4400 ability. Tom and Diana are brought in to investigate the case, just as Piersahl gets his second victim. This time, they're able to nab a partial print that matches to Darren Piersahl. Problem is: Piersahl isn't a 4400, in fact, he's not even supposed to be alive. He was killed in action in Iraq in 2005. At the same time, Marco discovers the thing tying Piersahl's victims together: the Starzl Mutation. They are all children of individuals who were exposed to a flawed radiation machine at Seattle Presbyterian Hospital. The machine caused a heritable but harmless alteration to the eleventh chromosome. When Diana and Tom go to the hospital to get the list of people affected by the Starzl Mutation, they find that someone has already beaten them to the punch: a representative from HaspelCorp, Dennis Ryland's new employer. Marco's research and their meeting with Ryland reveal a terrible possibility: the US government has gotten hold of a supply of promicin and is using it to create enhanced soldiers with 4400 abilities. Tom and Diana get a major break when John Shaffner, the man who supposedly "died" alongside Darren Piersahl in Iraq, comes to them. He explains that he and Darren were among the first men recruited for HaspelCorp's enhanced soldier program. He believes that Piersahl is hunting down people with the Starzl mutation because if those people have a child with a 4400, the child will develop an ability. Tom and Diana confront Ryland armed with this information, they finally have a reason why the future sent the 4400 back to Seattle: so that they can procreate with people affected by the Starzl mutation and have children with abilities of their own. With Shaffner's help, Tom and Diana track Piersahl to an old hide-out in the woods. At this point, Piersahl is so far gone that he kills Shaffner and attacks Tom. Tom is able to finish him off in a fight to the death, but at the end they're left with no one who can corroborate their evidence about Haspelcorp's enhanced soldier program. When they arrive back at NTAC, they discover they wouldn't have needed it anyway. Ryland is already announcing the program on live television, touting the soldiers as America's new heroes. Meanwhile, Shawn receives a very special gift from a 4400 wedding guest: a cigar that allows you to see the future when you smoke it. When Shawn puffs, he sees a vision of himself in the future, killing Richard. After the wedding lunch, the two men discuss Shawn's dream and he commits to change his present course to avoid that outcome. He leaves Isabelle and the Center, his whole life, behind. Later, desperate to know his sacrifice has made for a better future, he smokes the cigar again. But this time, things are much worse. The catastrophe has come, and Shawn must watch helplessly as his uncle, Tom, dies in his arms. Afterward, Shawn speaks with Richard, who pushes him to go through with the marriage to Isabelle. After all, his is only one life. In the second vision, thousands would die. When he smokes for a third and final time, Shawn discovers the true meaning of his first vision: he killed Richard because Richard had started a war, using the 4400 as his personal super-powered army. Thoughts of betrayal resounding in his mind, Shawn arrives at his wedding. Awaiting him there is the biggest shock of all: Jordan Collier. Alive.

THE GOSPEL ACCORDING TO COLLIER
Season 3



Shawn greets members of the general public who have come to see him and Isabelle get married when a voice calls to him from the crowd: It's Jordan Collier. And he looks much different from when Shawn last saw him -- now with long hair and a full beard. Jordan asks Shawn in a bewildered manner: "Do you know who I am?" But Jordan quickly runs away before Shawn or Tom can catch him. NTAC is called to the scene. But an extensive search of the area doesn't turn up any sign of Jordan. Although it's his wedding day, Shawn insists on tagging along with Tom and Diana to look for Collier. Shawn goes to see Isabelle and tells her that he just wants to postpone the wedding until Jordan is found. Isabelle tries to argue, but Shawn explains that if she really wants to avoid all the bad things she was sent back to do, finding Jordan could be the key. Isabelle concedes and the wedding is postponed. Meanwhile, Tom goes to see his son, Kyle, in prison. He tells Kyle that Jordan Collier is alive. And if NTAC can find Jordan, it will prove that Kyle didn't kill anyone. Tom, Diana and Shawn soon discover an abandoned house where Collier has been living. They also find a journal. Back at NTAC, Marco analyzes the journal and says the writing matches Jordan's. But it's the content that's truly amazing. The journal talks about the future. It's says that there is only one city left, and that the rest of the earth is a wasteland. And there is a phrase repeated over and over again: "The war for the future will be fought in the past." Tom and Diana's investigation eventually leads them to an encampment of homeless people. It seems that they know Jordan Collier as "the preacher." One of the homeless, Will, explains that he didn't know "the preacher" was Jordan Collier, but whoever he is, the preacher or Jordan, the guy claims to have been to the future and has many followers. He then leads Tom, Diana, and Shawn to a nearby underpass where they find a graffiti mosaic of Collier. Back at NTAC, Marco shows Tom and Diana photos of similar mosaics from all over the country. Collier may not remember who he is, but he's returned with a purpose. Back in prison, Kyle has a visitor: it's Jordan Collier. NTAC is called to the scene. Tom and Diana interrogate Jordan. Jordan can't remember his identity but thought he looked a lot like this Jordan Collier person. He saw Kyle's picture in an article about the assassination and hoped he might have some answers. Jordan still isn't sure who he is, but tells Diana and Tom that he has been alive for hundreds maybe thousands of years and has seen the decline of humanity and the earth turn into a wasteland. Tom and Diana conclude that Jordan has been to the future but none of things he saw have happened yet. But for Tom, the most important thing is for Jordan to regain his memory so he can get his son, Kyle, out of prison. Tom goes to Jarvis and says that Alana could use her ability to help Jordan get back his memory. But he can't bring her in because she is still a fugitive. They strike a deal. The charges against Alana will be dropped if she can recover Jordan's memory and make her ability available to NTAC on a permanent basis. Alana uses her ability and Jordan gets back his memory. Now fully aware of who he is, Jordan claims that he knows why the 4400 were sent back and what they have to do. Tom urges NTAC to release Jordan so he can get Kyle out of jail, but Jarvis explains that the government does not want to publicize Jordan Collier's return until they know more about where he's been. Desperate to get his son out of prison, Tom secretly gets pictures of Jordan at NTAC through Shawn to the press. The breaking news causes a large turn out of protestors who demand Jordan's release. NTAC eventually gives in. Jordan then helps Tom to get the charges against Kyle dropped and he is released from prison. Later, at the 4400 Center, Jordan confronts Isabelle. Isabelle confesses to Collier that she hopes he can help her avoid the bad things she was sent to do. But Jordan explains that Isabelle cannot fight what she is: the enemy of the 4400 and all that is good. He then tells her to leave the Center and never return. Enraged, Isabelle threatens to kill Jordan. He tells her she is welcome to try. Isabelle backs down and leaves the center. Meanwhile, April, Diana's sister, makes a surprise visit. She brings her new boyfriend, Ben, to meet Diana. But Maia soon reveals to her mother that Diana is the one who is supposed to marry Ben, not April. Diana is forced to reveal Maia's prediction to Ben and says that they have to stay away from each other for April's sake. But Maia's prediction makes Ben rethink his relationship with Diana's sister, and he breaks up with April. April immediately goes to Diana and asks if she knows why Ben dumped her, but Diana can't bring herself to reveal the truth. However, Diana soon discovers that she does have feelings for Ben and the two start a relationship behind April's back.

TERRIBLE SWIFT SWORD
Season 3



Jordan Collier is giving a television interview explaining to the world what he’s seen of the future. The human race is dying out. And a privileged elite have locked themselves away in the world’s last city where they hoard the planet’s remaining resources, leaving the rest of what’s left of civilization to fight for survival in the wasteland the earth has become. Jordan stresses that 4400s and non-4400s must work together in order to prevent this bleak future. Meanwhile, an unknown 4400 breaks into NTAC and uses their ability to put everyone temporarily to sleep, allowing members of the Nova group being held there to escape. At the 4400 Center, Shawn learns that Jordan coordinated the jailbreak and plans to use Nova to help him destroy the military base where Ryland’s super soldiers are being trained. Shawn talks to Richard in private and tries to convince him that Jordan’s plan is going to provoke a war with the government. But as far as Richard is concerned, the 4400 have been in an undeclared war with the government since they returned. And with the revelation that Isabelle is working for Ryland, Richard is convinced that it is only a matter of time before his daughter leads a strike against the 4400. Shawn goes to NTAC and reveals Jordan’s plan to Tom and Diana in the hope that they will be able to stop him. When they confront Jordan, he reveals he has no intention of attacking a military base. He only told Shawn that story in order to test his loyalty. But Shawn points out that still doesn’t explain why Jordan broke the Nova members out of NTAC. Jordan denies the accusation. Shawn looks to Richard to back him up, but Richard sides with Jordan. Shawn later confronts Jordan in private and asks why he was lied to. Jordan explains that he had to know how committed Shawn was to the cause, but if he wants, it’s not too late to join. Shawn pledges his loyalty, and Jordan in turn reveals that he indeed does have a plan. Tom and Diana soon discover that Jordan’s story about attacking the military base was just a diversion so that he could steal Haspelcorp’s entire stockpile of promicin. Later on, Shawn, Richard, Kevin Burkhoff, and Tess Doerner gather at a warehouse where the stolen promicin is being stored. They ask Jordan what he wants to do with the promicin. Destroy it? No, Jordan wants to give it away. To everybody. Meanwhile, Kyle is finding it difficult adjusting to life outside of prison. Tom encourages his son to register for classes at the local college, but Kyle explains that he will always be known as the man who shot Jordan Collier. And in Kyle’s mind, that means he has no chance at an ordinary life. Kyle goes to see Collier. Jordan explains that his death had to happen and that Kyle is a part of a much larger plan. Later on, Tom comes home to find Kyle packing. Kyle explains that after talking to Jordan, he has decided to tour the country and talk about his life. Tom tries to talk Kyle out of it, but his son explains that this is something he has to do. Meanwhile, April discovers that Diana has been seeing Ben behind her back.

FIFTY-FIFTY
Season 3



Jordan Collier leads Devon Moore, an employee at the 4400 Center, into the basement of one of his safe houses, where Shawn, Richard, Kevin, and Tess stand waiting. Devon has volunteered to inject herself with promicin and allow them to film it. A few hours later, at NTAC, Tom and Diana watch Devon's video, which is being downloaded off the internet in record numbers. Before injecting herself, Devon explains that shots of promicin will soon be available to everyone, and that ordinary people developing abilities is the key to a better world. Tom comments on the coincidence that one of Collier's employees is injecting herself with promicin just a day after Haspelcorp's stockpile of the substance was stolen. Tom and Diana, with a team of NTAC agents, search the 4400 Center but find no sign of Devon or the stolen promicin. Tom and Diana question Jordan Collier, but he claims that he had nothing to do with the video and doesn't know where Devon is. As for the stolen promicin ... NTAC doesn't have any proof that Jordan was involved. Before leaving the Center, Diana goes to Maia's classroom and pulls her out of school. Back at Diana's apartment, Maia argues with her mother about being taken out of school. But Diana explains that the 4400 Center isn't safe. Just then, there is a knock at the door. It's Ben Saunders. He tells Diana that he is leaving for Spain for six months and wants her and Maia to come with him. Diana says she'll have to think about it. Meanwhile, at the safe house, Devon starts to go into convulsions. Kevin and Tess send for Shawn, who rushes to the scene. Shawn tries to heal Devon, but she dies. Just then, NTAC bursts through the door. They were able to use clues from Devon's video to determine her location. Kevin and Tess get away, but Shawn is too overwhelmed by Devon's death to attempt escape. NTAC takes him into custody. Jordan, Richard, Kevin, Tess, and Boyd Gelder meet at the abandoned airplane hanger where the stolen promicin is being stored. Richard argues that they can't distribute the promicin if it's possible people could die. Jordan argues that Devon's death is one of many sacrifices that will be necessary to build a better future -- They can't stop now. Richard uses his telekinesis to try and destroy the vials of promicin, but Tess uses her ability to compel him to stop. Tom and Diana go to Haspelcorp and ask Dennis Ryland why someone would die from taking promcin. Ryland reveals that half of the volunteers who took promicin in the super soldier program died within the 48 hours. Anyone who takes promicin has a fifty-fifty chance. Tom asks Ryland why he withheld this information after Haspelcorp's supply of promicin was stolen. Ryland explains that he wanted to discredit Collier. If people start dying, the general public will no longer see Jordan as a savior. Tom and Diana head back to NTAC and explain to Shawn that people could die if promicin hits the streets, but Shawn refuses to betray Jordan. Suddenly, Ryland shows up with Isabelle and a military escort. The government has given Ryland permission to take over Shawn's interrogation. Ryland sends in Isabelle to interrogate Shawn. Shawn asks why Isabelle is working with Ryland. Isabelle explains that her mission was to destroy the 4400, and she didn't want to do that. Despite what Shawn thinks, she does care about him. Isabelle thought if she gave Ryland promicin, there would be a standoff -- a cold war. If everyone has the technology no one will use it. Shawn refuses to give up any information so Isabelle is forced to torture him. Isabelle gets the information she needs but puts Shawn in a coma in the process. Ryland, Isabelle, and a group of soldiers reach the airplane hanger where the promicin is being stored. Isabelle enters with the soldiers and finds Jordan Collier by himself, standing in front of the stacks of stolen promicin. One of the soldiers tests the promicin and tells Isabelle the entire stockpile is fake. Isabelle looks back at Collier to find that he is in fact Boyd Gelder. Boyd used his 4400 ability to impersonate Collier to draw Isabelle in. Boyd then holds up a detonator and presses the button. Suddenly the entire hanger is engulfed in flames. Outside, Ryland is thrown back by the explosion. Isabelle soon emerges unscathed and tells Ryland that she is going to go to the 4400 Center and start killing people to draw Collier out. Ryland tells her that she can't just go killing people at random in broad daylight. But Isabelle ignores him and walks away. Meanwhile, at an underpass, Jordan hands out backpacks full of vials of promicin to a group of homeless people who have committed themselves to his cause. Jordan instructs them to let people know the risks of injecting promicin before handing it out. People must be allowed to make a conscious choice. At the 4400 Center, Isabelle enters a classroom full of children, including Maia. Maia snuck back to school without Diana knowing. Isabelle is about to attack, when Diana busts through the door and shoots Isabelle several times. Tom runs over to Isabelle and attempts to inject her with the syringe the future gave him. But Isabelle quickly comes to and tosses Tom to the other side of the room. Isabelle then incapacitates Diana and attacks Tom. As Isabelle strangles Tom, Richard enters and uses his telekinesis to pick up the syringe and inject Isabelle. Although it does not kill her, she no longer has any abilities. Unsure if it is just temporary, Tom shoots Isabelle in the shoulder to make sure she can't heal herself and that her powers are really gone. A few hours later, Tom learns that Isabelle made it out of surgery okay, but no longer has any promicin in her system. Three days later, Diana comes by Tom's house with Ben and Maia to say goodbye. Diana has decided to go to Spain with Ben. Although Tom will miss his partner, he understands Diana's need to raise her daughter in peace. Elsewhere: Kyle sits in a motel room getting ready to inject himself with promicin, NTAC closes the 4400 Center, Alana is abducted in a ball of light, and April Skouris stands in line to get a shot of promicin.
